Elyria police Monday, Dec. 13 10:13 a.m. — Foxes Lair Apartments, West River Road North, theft. Jerrad Londo, 35, of Brookfield Drive, was arrested on a felony receiving stolen property charge and possession of drug paraphernalia, a misdemeanor. An employee of Vasu Communications Inc. reported that someone cut the catalytic converter off his company van. Elyria police had earlier recovered the stolen parts at Great Lakes Honda West on Leona Street after Londo's gray 2003 Pontiac Vibe reportedly was found parked among the new cars there with two stolen catalytic converters, a Sawzall blade and a crack pipe inside. The stolen parts, worth $1,537, were positively matched to the van. Londo was taken to the Lorain County Jail. 12:06 p.m. — Dollar General, Broad Street, robbery. Arvel James, 44, of West River Road North, was arrested on felony charges of robbery and disrupting public service. Officers were called to the store at 141 Broad St. for a report of a robbery in progress. James' blue Chevrolet Malibu was stopped while leaving the area and James allegedly admitted the robbery. The clerk, a 27-year-old Elyria woman, reported that James had argued with her after she accidentally overcharged him for cigarettes. He went behind the register, pushed her out of the way and tried to open the locked cigarette cabinet. The clerk who suffered a hand injury in the incident, called 911 but James grabbed her cellphone from her and left in his car. He was taken to the Lorain County Jail. The clerk's phone was later found back at the store. Thursday, Dec. 16 6:34 p.m. — Riverview Plaza, East Avenue, weapons violations. Francisco Burgos, 25, of East Avenue, was arrested on a felony receiving stolen property charge and misdemeanor charges of carrying a concealed weapon and discharging a firearm on or near prohibited premises. Officers responded to a report of two shots fired at the apartment building at 310 East Ave. to reportedly find Burgos acting nervously in an apartment on the fourth floor. A loaded 9mm Glock handgun was found in the bedroom along with a spent shell casing in plain view on the apartment floor next to a window with a hole in the screen and a box containing 15 live rounds of 9mm ammunition. The gun had been reported stolen in Lorain on Dec. 4, 2021. Burgos, who admitted firing the gun during a fight with his fiancee as a "stress release," was taken to the Lorain County Jail. Friday, Dec. 17 3:04 a.m. — West Avenue and Tremont Street, operating a vehicle impaired. Michael Young Jr., 31, of Lorain, was arrested on a felony drug possession charge, misdemeanor DUI, driving under suspension, reasonable control, seat belt and marijuana possession violations. A gray Hyundair was reported blocking the middle of Tremont Street at the entrance to the McDonalds at 595 Broad St. Young reportedly was found passed out behind the wheel with the vehicle running and in gear. Young was confused, appeared intoxicated and had trouble putting the car in park and turning it off. He had 17 suspected oxycodone painkillers in a small plastic bag as well as 27.1 grams of marijuana on him. Young failed three field sobriety tests, his blood alcohol tested 0.059 and a urine sample was collected. He was taken to the Lorain County Jail. Saturday, Dec. 18 1:08 a.m. — Lake and Brace avenues, operating a vehicle impaired. Michael Opel, 31, of Lorain, was arrested on a felony LSD possession charge and misdemeanor charges of DUI, marijuana possession, having an open container of alcohol, driving an unsafe vehicle and driving in marked lanes. Officers stopped a damaged black Chevrolet SUV driving erratically on Lake Avenue with its airbags deployed. The SUV had multiple open beers inside and Opel smelled strongly of alcohol. He told officers he thought he hit something on state Route 113 "but I'm not sure what." Opel failed three field sobriety tests and officers found three doses of LSD in a small foil wrapper in his wallet along with a glass marijuana pipe and a small amount of marijuana in a container. Opel refused to cooperate with officers during booking when they tried to find a sober driver to take him home and "exhibited wild mood swings" from "apologetic to belligerent" to suicidal. He was taken to the Lorain County Jail. Sunday, Dec. 19 5:22 p.m. — Third Street and West Avenue, operating a vehicle impaired. Fernan Chong-Ramirez, 48, of Grafton, was arrested on misdemeanor charges including DUI, high blood alcohol content, reasonable control, hit-skip and wrong way on a one way street. An officer investigating a hit-and-run crash in the area of 16th Street and Infimary Road reportedly learned a silver SUV had been involved. A Lorain County sheriff's deputy stopped the car after it picked up someone from the nearby Lorain County Jail, with Chong-Ramirez reportedly behind the wheel. The car had damage consistent with the earlier crash and Chong-Ramirez smelled of alcohol and appeared intoxicated. He failed three field sobriety tests, his blood alcohol tested 0.104 and he was taken to the Lorain County Jail.
