Two restaurants proposed to be built between Walmart and Cabela's in Avon

AVON — Two restaurants, Freddy's Frozen Custard & Steakburgers and Charleys Philly Steaks, have been proposed as part of the Avon Plaza development on Chester Road. The location was labeled "Avon's most desirable remaining pad" on an online land-for-lease listing from the real estate services and investment firm CBRE Group, given its location between Walmart, Cabela's and Menards. The Wickens Herzer Panza law firm is directly south of the land. The Elyria-based engineering firm KS Associates presented a general development plan for the project to the Avon Planning Commission on Wednesday evening. Two detached buildings will be the first phase of the development, said Lynn Miggins of KS Associates. Both restaurants will have drive-thru facilities. A third tenant has not been determined, Miggins added. Freddy's Frozen Custard & Steakburgers is a growing chain with upcoming locations in Northeast Ohio including Strongsville and Streetsboro. Charleys Philly Steaks has multiple locations in the area including Lorain, Elyria and North Olmsted. "We have gone ahead into detailed design and presented our engineering drawings to the city. They have been reviewed by the departments, by your planning coordinator, by your city engineer," Miggins said. "We are providing access to the phase-one site with one entrance on Chester Road and one entrance on the Wickens driveway." Public access would be on Chester Road. Multiple city officials and Planning Commission members expressed some concern about traffic problems that could be caused by multiple driveways to Chester Road being so close to each other. "That's really one of the major concerns that I've expressed on this particular site plan, is the proximity of that driveway relative to the existing driveway," said City Engineer Ryan Cummins. "I have suggested, if there were any opportunities to move it further to the east." Cummins said moving the driveway would improve safety and be more desirable. The city already hears complaints that it is challenging to get out of Wickens Herzer Panza as it is currently, said Mayor Bryan Jensen. Wednesday's presentation was determined to be a first presentation and no votes were taken so additional consideration could be given to potentially moving the driveway east. The plans are expected to return before the Planning Commission next month. The 3-acre site was created by a lot split in 2019.
