Elyria police blotter for March 24-29, 2021

Monday, March 29 11:22 p.m. — Hampton Drive and South Abbe Road, operating a vehicle impaired. Jeremy Hazelton, 24, Mockingbird Lane, was arrested on misdemeanor charges of DUI, DUI refusal, failure to yield and a lights violation. An officer responded to a traffic crash at the intersection to find Hazelton apparently intoxicated behind the wheel of a silver Chevrolet Malibu that had collided with a black Ford Focus. Hazelton admitted to having "a couple drinks," failed three sobriety tests and appeared to have broken his wrist in the crash. A witness said Hazelton was driving without his lights on and that he ran a stop sign at Hampton Drive and his car was hit by the Ford. Hazelton refused any breath or chemical tests and was taken to University Hospitals Elyria Medical Center by LifeCare. He previously was convicted of DUI in 2018. 9:43 p.m. — Fairwood Boulevard, operating a vehicle impaired. Steven Skapura, 47, Fairwood Boulevard, was arrested on misdemeanor charges of DUI, DUI refusal and operating without reasonable control. Officers responding to a one-car traffic crash in the 800 block of Fairwood Boulevard found Skapura behind the wheel of his car, apparently intoxicated. Skapura denied using drugs or alcohol, failed three field sobriety tests and was arrested. He was not able to provide a breath sample or a urine sample upon request, even after several attempts. Skapura was taken to Lorain County Jail due to having two prior convictions for DUI, one each in 2016 and 2014. 8:22 p.m. — Lowell Street, warrant service. Mark Ryder, 54, East Avenue, was arrested on a warrant through the Lorain County Sheriff's Office. An officer checking on an unresponsive male seen behind a building in the 700 block of Lowell Street found Ryder there. A database check revealed the warrant and he was taken to Lorain County Jail. 12:52 p.m. — 49th Street, trespass. Joseph Reidy, 41, Broad Street, was arrested on misdemeanor charges of criminal trespass and obstructing official business. Officers responding to a suspicious condition learned that the property manager for Elyria Partners LLC, which owns the property at 621 49th St., found Reidy inside while doing a pre-demolition cleaning. Reidy told the property manager he had permission to live there and refused to leave. Officers entered and took Reidy into custody, though he refused to identify himself for 10 minutes. Reidy, who also had a warrant for his arrest in Florida, was taken to Lorain County Jail. 10:43 a.m. — Melvyn Lane, domestic violence. Kiara Muniz and Pablo Diaz-Martinez, both 25 and both of Melvyn Lane, were arrested on misdemeanor domestic violence and assault charges. Officers responding to a complaint of a woman yelling from inside 1168 Melvyn Lane saw Muniz punch Diaz-Martinez in the ribcage, jump on his back and wrap her arms around his neck in a chokehold. The two fell to the ground, where Muniz bit Diaz-Martinez on the neck, drawing blood. The two were separated and officers saw that Muniz had two black eyes and heavy bruising on her face. The two had been dating for several years and living with each other for the past three months, but Muniz said she was kicking Diaz-Martinez out. LifeCare treated both for their injuries and Diaz-Martinez went to University Hospitals Elyria Medical Center after staff at Lorain County Jail refused to take him due to his injuries. Muniz was being held at the jail. 1:50 a.m. — Hodge Court, domestic violence. Paul Buell Jr., 42, Hodge Court, was arrested on a felony domestic violence charge and a misdemeanor assault charge. Officers responding to a report that Buell was hitting a 44-year-old woman learned Buell had been drinking since early the previous morning, and yelling at the victim and degrading her. He hit her three or four times in the right leg with his fist in a downward hammer-like motion, at which point the couple's 15-year-old daughter called 911. The domestic violence charge is a felony because Buell has been convicted of domestic violence twice in the past, once in 2019 and once in 2005, amongst "numerous" other domestic violence charges that had been dismissed. He was taken to Lorain County Jail. Sunday, March 28 10:58 a.m. — Pyle South Amherst Road and Copper Creek, Amherst, warrant service. Robert Armstrong, 49, Oberlin, was issued a summons to appear in court on a bench warrant through Elyria Municipal Court in a 2012 traffic case. Armstrong was in the custody of Amherst police, and an Elyria officer was sent to serve him with his warrant. He was ordered to appear in court on March 31 and released. 8:42 a.m. — South Abbe Road, warrant service. Julie Pay-Miller, 46, Berwick Court, was arrested on a warrant through Elyria Municipal Court in a 2019 criminal case. Officers responding to a report of a white male wearing a red shirt and punching a red truck and screaming found Todd Deaton of Indiana at the scene. Deaton said he came to Ohio to visit his girlfriend, Pay-Miller, and while there got into an argument inside his red Chevrolet pickup truck. When Pay-Miller refused to get out of the truck so Deaton could "cool down," he left. Pay-Miller was found to have a warrant for her arrest and taken to Lorain County Jail. 12:02 a.m. — West River Road North, operating a vehicle impaired. Renee Truxall, 46, Fackler Avenue, was arrested on misdemeanor DUI, DUI illegal blood-alcohol content and reasonable control charges. Officers responding to a report of a silver Ford with two flat tires in the roadway in the 1100 block of West River Road North found Truxall and her wife standing next to the car. Truxall said she accidentally drover off the road and hit the curb, but appeared intoxicated and admitted having "a few" drinks at a South Abbe Road bar. Truxall failed three field sobriety tests, the car was towed and Truxall's wife given a ride home. Truxall's blood-alcohol content was .198, or more than twice the legal limit. She was released to a sober person with orders to appear in Elyria Municipal Court on March 30. Saturday, March 27 10:31 p.m. — West River Road South, warrant service. Francis Fisk, 35, Erie Street, was arrested on a warrant through the Lorain County Sheriff's Office. Officers responding to a complaint of a man yelling in the hallway of a residence in the 600 block of West River Road South found Fisk sitting there. A database check revealed the warrant and Fisk was taken into custody and later driven to Lorain County Jail. 9:06 p.m. — The Country Inn and Suites, Griswold Road, domestic violence. Tiffany Blevins, 32, Cleveland, was arrested on a misdemeanor charge of disorderly conduct by intoxication. Officers responding to a report of Blevins causing a disturbance in Room 205 of the hotel at 645 Griswold Road found Blevins intoxicated and having had an argument with her husband, a 32-year-old Cleveland man. Blevins admitted spitting on her husband and getting into a physical altercation with him. The husband said she was not staying with him at the hotel and that she was just visiting him for the day while they looked to buy a house. The husband said Blevins it him with the phone in their room and threw things at his head, though he refused medical treatment and refused to file domestic violence charges. Blevins was taken into custody because she could not care for herself and was taken to Lorain County Jail. 8:12 p.m. — North Ridge Road, warrant service. Anthony Douglas, 34, Oxford Avenue, was arrested on a warrant through Elyria Municipal Court in a 2019 traffic case. He was handed over to the custody of Elyria police by a Lorain police officer and taken to Lorain County Jail. Wednesday, March 24 2:38 p.m. — Louden Court, child endangering. Endria Barrett, 30, Bohannon Court, was issued a summons to appear in Elyria Municipal Court on a misdemeanor charge of child endangering. An officer was called to the 100 block of Louden Court in the Wilkes Villa apartment complex for a report of three small children ages 6, 4 and 2 without any parental supervision at the Convenient Mart at 1401 East Ave. Barrett told an officer that her 10-year-old daughter was supposed to be watching the children while she spent several minutes walking across the street to get medical paperwork from Lorain County Family Dentistry. However, it was almost 47 minutes between the time of the call and when she returned. Lorain County Children Services was called to investigate.
