Bondsman brings wanted fugitive back to Ohio after nearly 5 years

Nine days after being ordered to produce a criminal defendant or forfeit the bond she skipped out on almost five years ago, bondsman Tony Horn nabbed his target and brought her back to Ohio on Thursday to face a judge. Horn said Summer DiBacco, a 34-year-old former Lorain woman wanted on a third-degree felony charge of child endangering, was in San Bernardino, California. DiBacco was being held in the Lorain County Jail, according to the Lorain County Sheriff's Office. Lorain County Common Pleas Court records confirmed her arrest but did not list her next hearing date. Horn said he found her and brought her back to Ohio on Thursday to face the criminal charges against her that were filed in 2013. She had jumped bond in May 2015 and failed to appear in court for further hearings. "I really appreciate the state, the prosecutor giving us enough time and the judge giving us enough time to find her," Horn said. The Lorain County Prosecutor's Office had asked Judge Chris Cook to suspend T Bonds's bond-writing privileges for failing to pay a judgment Cook had ordered in the DiBacco case. Cook had ordered T Bonds to place $2,500 in escrow with the clerk of courts and gave him until Jan. 24 to produce DiBacco or forfeit the bond she skipped out on to the state. He had given T Bonds multiple extensions, including during the Dec. 3 hearing. Also wanted by the court is Veronica Pagan, who has a warrant out for her arrest for failure to appear in court to face a felony heroin possession charge in 2018. Pagan is a 25-year-old former Grafton resident, and Horn said he's working on tracking her down as well. The court gave T Bonds until Jan. 24 to find her as well and Horn said he has a lead on her location. He said what happened in both cases happens every day in the bail bonds industry.
